The GIF is an animation project made to show a character expression change. Here, the animation shows a cute little cartoony ghost who is startled by something, then gets very embarrassed over that. The icons on the head of the ghost shift and bouncy eyes represent its emotions, while the blush adds to its embarrassment.

This is an animated music video telling the story of a living painting. Inspired by "Living Millennium" by Iyowa.
